The surface tension is a characteristic of the surface (boundary surface) between a liquid and a gas e.g. air. The surface of a liquid behaves similarly a strained, flexible foil. This effect is e.g. the cause for it that water forms drops, and contributes to the fact that some insects can run over the water or a money coin swims on water.
